Job Description

The Proposal Specialist will be responsible for overseeing the end-to-end process for technical proposal packages. The ideal candidate will have a strong background in proposal writing and a keen understanding of the design-build process. This position will report to the VP or Preconstruction Services.

Key Responsibilities:

· Heading up and preparing the Technical Proposal package and any other proposal during the qualification submission and bidding phase splendidly for Design Build, best value bids and other proposals for private and public clients in heavy construction industry.

· Understanding and determining all proposal submission requirements meticulously as well as qualification requirements from the bidding documents.

· Coordinating with the V.P of preconstruction services and lead estimator of the project in the beginning of the job, discussing and determining the proposal package preparation requirements and timelines, creating check list for each project.

· Collaborating with our estimating team for some of the components of the proposals, editing all draft scopes and technical narratives from our team. Any technical narratives, scope information including Means and Methods should be prepared by the Estimating team. Responsible for editing, tailoring the bid proposals to make them very professional, organized, and stellar.

· Researching and gathering relevant information about the project to prepare the proposals.

· Writing, reviewing, editing, and proofreading proposals for accuracy and completeness.

· Collaborating with the estimating team to create a winning proposal strategy.

· Collaborating with the Joint Venture partners and designers during the process of preparing RFQ-Request of qualifications and RFP- Request for Proposals/ bidding phase.

· Consult with subject matter experts to obtain input for technical aspects of the proposal.

· Ensuring timely submission of proposals.

· Creating any type of organization charts, presentations, graphics, and design for the proposals by utilizing PowerPoint and / or required software.

· Conducting post-proposal follow-up with estimating team, executives and clients / designers as needed.

· Representing our company during the meetings with the designers and clients.

· Do presentations in front of our team, Joint Venture partners, designers, and/or clients if necessary.

· Establish and sustain the Qualification Log, keeping it updated.

· Editing and updating the resumes for our company employees to utilize them for qualification and proposal submissions.

· Please note that this role may rarely require this person to stay late at work within a reasonable hour due to bid submission not expected more than several times a month.

· Work on post-award documentation and collaborate with the procurement and accounting department.

Qualifications & Competencies:

Preferred bachelor’s degree in English Literature, Business Marketing, Communications, Engineering, or a related field.

Minimum of 2+ years of experience in the heavy construction industry required

Experience in proposal management, preferably in design-build or construction-related industries is recommended

Understanding of the design-build project delivery method and procurement processes is preferred

Excellent writing, editing, and verbal communication skills.

Ability to manage multiple proposals and deadlines simultaneously in a fast-paced environment.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)

Preferred experience in Adobe Creative Suite (InDesign, Acrobat).

Experience with proposal management software and tools is a plus.

Strong organizational skills and attention to detail.

Ability to collaborate effectively with internal and external stakeholders
